Since 2023, Chagunarayan Municipality has been leading efforts in disaster risk reduction by adopting the Disaster Resilience Scorecard. Based on the UNDRR’s Ten Essentials for Making Cities Resilient, this tool helps local governments assess their disaster preparedness, track progress on the Sendai Framework for Disaster Risk Reduction, and identify both strengths and areas that need improvement. By using this scorecard, the municipality can take a structured and informed approach to building a safer, more resilient community.
The Disaster Resilience Scorecard evaluates key aspects of disaster management, including governance, infrastructure, risk reduction strategies, and community engagement. It ensures policies and frameworks are strong, systems and infrastructure can withstand hazards, proactive measures are in place to reduce risks, and citizens are actively involved in creating solutions.
Chagunarayan Municipality has put the scorecard into practice through annual reflections by the Local Disaster Management Committee and sectoral committees to review progress and plan improvements. With technical guidance from DCA and ISET-Nepal, the municipality has strengthened disaster governance and achieved recognition for top scores in the Local Government Institutional Capacity Self-Assessment (LISA).
Integrating the Disaster Resilience Scorecard has helped Chagunarayan Municipality build capacity to respond to and recover from disasters, creating a safer and more sustainable urban environment. Their experience serves as an example for other municipalities, showing how structured tools and community engagement can make cities more resilient. As threats from natural and human-made disasters continue to grow, efforts like these are vital for building safer communities across the country.
