Rivers, Resilience, Risk, & Environmental Governance

This paper discusses the implications of there being, at different times of the year, both excess
and insufficient water in Nepali rivers for various uses, including hydropower. It proposes broad
strategies for minimizing the risks associated with both extreme scenarios in the energy-generating
landscape and transiting toward a more resilient river system.
